The Warsaw City Council voted to approve the municipal budget for 2025 at a plenary session in late 2024. The approved document sets out planned revenues, expenditure priorities, and capital investment allocations for the city for the year.

According to publicly available budget documentation from the City of Warsaw (um.warszawa.pl), a substantial share of capital expenditure is directed toward transport infrastructure, including road maintenance, cycling infrastructure, and continued development of the metro network.

Key Allocations

Warsaw's budget document divides expenditure into current spending and capital investment. Capital investment covers multi-year infrastructure projects, including:

  • Continuation of Metro Line 2 works and maintenance contracts
  • Road network rehabilitation in outer districts
  • Cycling path extensions as part of the city's mobility plan
  • School building upgrades and energy efficiency retrofits

Budget Document Reference

The full 2025 budget resolution is published on the Warsaw Biuletyn Informacji Publicznej (BIP) portal under the City Council resolutions register. The document reference follows Warsaw's standard budgetary classification aligned with the Polish Act on Public Finance.

Public Transport Focus

Warsaw operates one of Poland's most extensive urban transport networks, managed primarily through Zarząd Transportu Miejskiego (ZTM). The 2025 budget includes allocations for tram rolling stock maintenance and for expanding bus route frequency on several high-demand corridors identified in the city's transport studies.

Funding for public transport in Warsaw is structured through a mix of own revenues from ticket sales, municipal subsidy, and EU co-financing for capital projects. The balance between these sources varies annually based on ridership figures and the status of EU grant cycles.

Social Services Expenditure

Current expenditure in the 2025 budget includes allocations for social assistance, housing support, and care services. The city administers a network of social welfare centres (Ośrodki Pomocy Społecznej) across its 18 districts. Budget allocations for these services reflect mandatory transfers under national social policy legislation as well as discretionary city-level supplements.

Warsaw's budget documents are published in full on the city's BIP portal in accordance with the Polish Act on Public Finance, which requires municipalities to make their budgets publicly accessible.

Council Vote and Dissenting Positions

Budget votes in Warsaw's City Council typically follow party lines, with the majority coalition holding sufficient seats to pass the document. The 2025 budget passed with the coalition's support. Opposition groups, as documented in publicly available council session records, submitted written objections focused on the level of debt service costs and the prioritisation of certain infrastructure projects over others.

How to Access the Budget

Warsaw's approved budget and subsequent amendments are available on the BIP Warsaw portal (bip.warszawa.pl). The documents are in Polish and follow the standard Polish public finance classification structure. Budget execution reports are published quarterly.

Residents can also attend City Council budget committee sessions, which are open to the public and streamed online via the council's website. Session schedules are published on um.warszawa.pl.
